WHEREAS the City currently uses varying definitions of housing types—including shelters, transitional housing, supportive housing, social housing, student housing, and private market housing—across departments; AND WHEREAS inconsistencies between planning (zoning/land use) and service-based definitions create confusion in policy, approvals, and public understanding; THEREFORE BE IT RESOLVED THAT staff be directed to review and align definitions of housing types across all relevant City departments, including Planning and Community and Social Services; BE IT FURTHER RESOLVED THAT staff report back with a harmonized framework and any recommended updates to the relevant planning policies, bylaws and program frameworks, in alignment with the 10-Year Housing and Homelessness Strategy.
