WHEREAS Report ACS2025-SI-CCR-0010 was issued with the agenda on September 22, 2025; and WHEREAS staff were informed by Portage Power, the proponent of three projects proposed within Ward 21 (Rideau-Jock), that the requests for the granting of Munic-ipal Support Confirmation for the proposed solar energy generation projects know as Richmond Solar I, Richmond Solar II and Richmond Solar III are

WHEREAS the City of Ottawa has previously entered into host municipality re-sponsibility agreements with third-party project proponents who provide funds related to community initiatives in recognition of the project’s effects on the local community; and WHEREAS host municipality responsibility agreements generally provide for the City to determine how to allocate and disburse funds provided by the third party in order to respond to community needs and ensure accountability and transpar-ency, with eligible community initiatives often identified by City staff in consulta-tion with the relevant Ward Councillor(s); THEREFORE BE IT RESOLVED that staff, in the event these projects proceed, be directed to request that the proposed Dunrobin Solar Project and Carp Airport Solar Project proponents be encouraged to enter into a host municipality re-sponsibility agreement with the City of Ottawa, consistent with other host munic-ipality responsibility agreements previously entered into by the City, through which the proponent would provide an amount of at least $1000 per megawatt per year with the goal to achieve a higher amount if possible, for a period of not less than 20 years. The finalization and execution of such agreement shall be ap-proved by Council, with recommendations to be provided as to the allocation and disbursements of such funds; BE IT FURTHER RESOLVED that staff be directed to provide City Council with an update on the status of the request to the proponents by way of
