Accessibility Advisory Committee

THAT the Rules of Procedure be suspended to consider the following motion with regards to establishing clear key performance indicators and associated performance targets for the percentage of e-scooters that are misparked.

WHEREAS the Accessibility Advisory Committee (AAC) received a presentation from Parking Services on June 16, 2026, regarding the 2025 season results of the Ottawa Shared E-Scooter Program; and WHEREAS members of the AAC expressed concerns about the continued rate of misparked e-scooters, particularly when they obstruct sidewalks and create barriers for people using mobility devices; and WHEREAS staff indicated that the program does not currently have key performance indicators (KPIs) that establish an acceptable rate of misparked e-scooters; BE IT THEREFORE RESOLVED THAT the Accessibility Advisory Committee (AAC) recommend that staff establish clear key performance indicators (KPIs) and associated performance targets for the percentage of e-scooters that are misparked, in order to measure the program’s effectiveness in reducing rates of misparking; and BE IT FURTHER RESOLVED THAT the AAC recommend that, in establishing these performance targets, staff consider the sidewalk obstruction rates of other shared mobility programs in other municipalities, including docked bike-share programs; and BE IT FURTHER RESOLVED THAT the AAC recommend that staff consult with the committee in developing these KPIs and performance targets; and BE IT FURTHER RESOLVED THAT the AAC recommend that staff provide the committee with a clearer definition of a “severely misparked” e-scooter that includes e-scooters that obstruct the sidewalk for accessibility devices.
