That the Environment and Climate Protection Committee recommends that Council, sitting as Committee of the Whole, approve the Environment and Climate Protection Committee 2017 Rate-supported Draft Operating and Capital Budget, as follows: 1. Drinking Water Services as follows: a. User Fees (p. 6-9); b. Operating Resource Requirement (p. 5). 2. Wastewater Services as follows: a. User Fees (p. 11) b. Operating Resource Requirement (p. 10); 3. Stormwater Services as follows: a. User Fees (p. 13-14); b. Operating Resource Requirements (p. 12); 4. The Environment and Climate Protection Committee Rate Capital Funding Summary (p. 15-20); 5 . Integrated Roads, Water & Wastewater Capital Budget – Rate- supported funding (p. 50 of the TRC Budget Book) . The Committee then heard from the following public delegations: · Messrs. Ken McIntyre, President, and Dale Harley, Executive Advisor, National Capital Heavy Construction Association*, spoke to a PowerPoint slide presentation to remind Committee of the importance of ongoing investment in infrastructure renewal and project funding. · Mr. Michael Murr, Executive Director, EnviroCentre, spoke in support of the propsed Budget as being a well-balanced approach, focused on practical solutions regarding matters impacting the City.
