Agriculture and Rural Affairs Committee

THAT the following item be added to the agenda of the March 5, 2015 meeting of the Agriculture and Rural Affairs Committee pursuant to the Procedure By-law, subsection 89(3)

WHEREAS the Rideau Carleton Raceway has a history of hosting concerts such as the Eagles in August 1978; and WHEREAS the Rideau Carleton Raceway has a history of hosting festival events such as the Change of Heart in July 1997, Edgefest in July 1999, Summersault in August 2000, Capital Hoedown in August 2010; and WHEREAS the Rideau Carleton Raceway hosted the Gloucester Fair in May 2013 and the Cartesian Dreams performed in a concert; and WHEREAS an upcoming festival event prompted a review of zoning; and WHEREAS a theatre use, which is required to permit concerts, is not currently permitted under the City’s Zoning By-law; and WHEREAS, the Rideau Carleton Raceway has indicated they are prepared to submit a Zoning By-law Amendment application to permanently rezone the lands to permit the use of a theatre and campground; WHEREAS an event is currently scheduled to be held at the Rideau Carleton Raceway on June 28-29, 2015; and THEREFORE BE IT RESOLVED THAT the Agriculture and Rural Affairs Committee direct Staff to initiate a Temporary Zoning By-law Amendment to permit the uses of a theatre and campground at the Rideau Carleton Raceway for the time period of no longer than one year.
